Nonetheless, you can still have a surplus for the year, despite having a long term debt. Its the same with companies - they can make a profit, but still owe money to the bank.

True you can have any sort of surplus you want to plug into the computer

What is bad is the Governments claims in effect that a country in surplus is a well country, a whiz bang economy, when it is simply a petty cash account or a cash flow figure, and zero to do with the actual debts that will take a long time to pay off
