Because in govspeak a 'surplus' simply means that the money they steal from us is greater than their current monthly interest bill. They will never pay off their debt as it is one of the primary justifications for the obscene levels of tax theft.
None of these figures ever seems to relate to the real world and our lives never get any easier regardless. Suck it up slaves.
