I agree it looks bad on the surface and the Senior Constable involved needs to be stood aside until the matter is thoroughly investigated. (Though every one with some experience of Police matters, know Police investigating Police is fraught with danger). From a personal experience, from my own service once capsicum spray (early 2000s) and Taser (2010) your lazy, incompotent and physically unskilled Police began to use these two uses of force quite regularly. Communication skills and other physical tactics were then lost..Either way the officer involved will be under the microscope both internally and by the local community...It seems the options of containment, communication or even a physical disarmament were ignored.
