    DalyWaters you are right. Yes, there are over a billion shares MadHarry1 but that is the total issue. There is the placement then the rights offer. The total issue assumes everyone takes up the right on a one for one. Regal has committed to 600 million shares but that is more than they can take adding the total placement to their one for rights as DalyWaters says.

    Very odd.
