Yep, they could issue a prospectus and sell bonds/debentures to retail shareholders. The interest rate would be high as it would be sub investment grade aka junk aka “high yield” due to market cap and sovereign risk. Would be hard (if not impossible) to get brokers on board to underwrite after the Virgin disaster. Historically there hasnt been much of a market for these offerings in Australia though.

So yep it’s doable but it would be a lot cheaper and easier (much less hassle / paperwork) to tap institutional investors rather than retail.
