You're right, at first blush it seems like a strange partner.
However, from my discussions with the guys at Sprott previously about U reactor builds, it appears that the GCC nations are keen on building U reactors for their electricity consumption vs. the fossil fuel plants that they run currently.
The rationale, is that in a carbon constrained world (Paris Accord) whereby carbon is priced, they want to have carbon units available for their exported fossil fuels (oil and gas).
Kind of makes sense.
From Oman's perspective, if this is your LT strategy it makes huge sense to secure an investment and an offtake at the low ebb of the cycle.
