    Maybe they tendered the job for a profit and won. Maybe they tendered the job for a loss to bring in cash and cover up the mess a little longer in the hope it sorts itself out.

    I wouldn't assume this story is an all positive thing. I'm sure they would tell the extra upside if it exists.
