I am not sure why you still hold shares danhold if you think the company has no ability to raise capital to move to production .
I think the share price is rising because , the people who want the produce will stump up the capital to build the plant and in return get a discount on the price of the ore at the other end to do so.
CAP gets less than it may if it had cash to do everything , but it gets an outcome above the $14m the market is saying the asset is worth at present.
The left field option is a company like MGX with buckets of cash buys CAP , builds a plant and starts producing
