    When I was employed offshore they would sink flat top barges and use as anchors for guy ropes.

    The barges serve a multi purpose, work decks and also for lifting huge weights. They would replace the water with compressed air to lift components particularly under structures.
    They also use sea water as counter weights on the huge offshore cranes.
