No one can speak on behalf of anyone without knowing the facts. Maybe he cannot promote CAY.

Your not understanding the complexities that can exist where individuals or any type of entity cannot actively promote, at least temporary.

I've seen it before and I'm being speculative but it's maybe what's happening here.

This is a no brainer winner, we know he's majorly in it and its right up his ally. Its not to far out of the logical realm he has his hands tied at the moment.
