If I'm reading it right you could buy into CIE now, wait it out till offer period ends - and WAM is going to swap your CIE shares for WAM shares? I have not yet read through everything in detail but it sounds like this happens regardless of if they hit their 50.1% to wrestle control?

From what I can see at a quick glance it is conditional on reaching 50.1%. Other conditions include the Dow Jones cannot fall more than 5%, and the CIE NTA cannot fall more than 7.5%.
