The Rats Strip is an interesting idea. My initial thoughts are it will miss out on the concentrating effects of the glass.
The glass window fitted with CPV film intercepts just about all UV and IR radiation over its entire surface and directs it to relatively narrow strips around the edges.
Wouldn't the Rats Strip only intercept radiation hitting it directly over its surface area (which is likely to be relatively small compared to a window if I understand your idea correctly) ?
