The short answer is yes, but it isn't desirable. Interestingly ASX listed US miner Alliance (AHQ) is currently exporting some high vol coking coal to Europe for use in thermal power generation.. However this is not common.
Some smaller producers may be able to pivot to selling met coal into the seaborne thermal market, however larger players usually contract a high % of their sales in long term agreements, so it is unlikely any premium low vol HCC producers would sell into the thermal market - from a brand perspective this could do long term damage. Although the thermal price is currently bonkers, the PLC HCC price of US$250/t is still very attractive and large profit margins will be made by all bowen basin producers with this price.
