Not really. CSG 2C is not hard to get as you only really have to prove the gas is there, which in this area is guaranteed. 2P is the number that matters, and for that you have to prove you can get it out profitably, which they will need the pilot for.
A large part of the mess the QLD CSG industry has found itself in over lack of gas is due to that transition from 2C to 2P.
