The gov is clearly in on it. Simple enough to just have Burswood pay a good behavior bond of $300m or so, and the gov gleefully raids it every time the casino operator is caught doing anything wrong. Also seems like they need the regulator to get interim and final copies of all "independent" reports at the exact same time as Crown Management does.
