But there is. The problem is the processing. And that's what the CR is for. Say what you want about IF Garth and his team can achieve it, but the QR did set out that getting to 80% recovery is their target.
Again, whether Garth & co can actually implement the plan is another thing entirely. C*(t may decide he needs more money and start putting out more bad news to get a CR at 20c.
