If the US FDA approval comes through mid / late next year maybe they will need some capital for a big marketing campaign in the US. This would increase shares on issue. This company is currently profitable, pays a dividend. The way for investors to entice existing shareholders to sell some of their stock is for the price offered to be higher than current levels. That should loosen some shares.
