Their successful projects about 8-10 years ago were self performed but they changed management teams from then. Their current project teams are lacking experience in self delivery and have to rely on contract admin skills managing subbies rather than delivery skills to try and achieve good outcomes. It is going to be very difficult to change this now, you cant change culture overnight and top project managers areent going to be attracted to a company with their track record and poor reputation over the last few years
