I'm also trying to figure out the likelihood of it alluding to a new big contract with the DoD. By their statement titled "Biden Administration Announces Additional Security Assistance for Ukraine" that is referenced in the other thread it says:
"This announcement represents the beginning of a contracting process to provide additional priority capabilities to Ukraine." Would that mean contracts are not finalized and therefore also not the potential one with DRO?
Otherwise, I found reports about DHS talking about counter drone needs, like this. Not sure how relevant in regards to the other order, but who knows.
