In house recruiters can replace external firms that rely on the employment of a new recruit to pass a minimum period before they receive their "finders" fee. Say 12 months after start of employment period they receive 10% of the package (example only) if the recruit is still there.
Not reading into this but its plausible for firms worried about receiving their fees down the track.
