Cognitive Biases pretty much drive all of human behaviour, yes... and it definitely pays to be aware of them. Critical Thinking courses should be mandatory at High Schools.
Structural Inequality in favour of white men is widespread in every facet of our society, also true. White men hold a lot of power, and the bias is likely towards something like "white men are in those positions, so will hire other white men" or "if white men hold those positions, it must be for a reason. Let's hire more".
I'm not sure debating it here is helpful, though. We have enough trouble agreeing on the business of DW8, let alone societal structural inequality.

@Keyhole was unnecessary and irrelevant to their point - and I bet they would largely agree with you anyway.
Hiring "the best person for the job" is such a nothing statement, though. It assumes there is "one ultimate person" for every position.
The reality is there are thousands capable of doing every job to a high standard. And statistical probability suggests that the balance of capable candidates would be largely 50/50 male and female out of those thousands. Slightly more female, actually, given there are more females by a fraction of a %.
I think DT is the kind of person who would hire whoever. And every company on the planet would benefit from diversity of approach and viewpoint.
But these debates online never solve anything, they just devolve into shouting matches.
So hopefully acknowledging the vastness of the problem is enough - and also hopefully not many here would dispute the scales have historically been tipped very much in favour of men, and it has been very slowly changing over time and will ideally continue to and gather pace.
