Thats 6-8 weeks away....plenty of time to complete local test burns, get ok from Govt and Tincom sign off.
Otherwise, why have a tour with frustrated tourists constantly querying re Tincom?
With no Tincom jv by then, a tour would be like polishing the silver on the Titanic.
I doubt ECT would want to conduct a tour without Tincom done.
