EURs bid is in by buying Petro consulting. Ukraine will receive other financial benefits through the EU like infrastructure spending and military support by allowing a EU based company access. It's not as simple as a flat bid for the licenceI think EUR is in with a strong chance here and it's all cream on top of the current marketcap.
