The difference now is that Lukoil could not T/O CNE but can T/O FAR. Smaller investment with the same opportunities.
For WPL it is the same problem.
I noted that the official losses for WPL last financial year amounted to more than $ 4 bil.
It may well be that FAR is the lesser evil for WPL and a financing proposal or a T/O via script may be the way forward.
If WPL is already in talks with a potential partner (quite reasonable) it may keep their plan intact. I am sure conversations are taking place.
