is interesting which party is reluctant to the extension. there must be some posters who are up to speed on this but one assumes that the exploitation plan approval it's like starting with a clean sheet of paper and that it's the parties who are in the Plan that sign up to it.
so I wonder if one party is trying to push another party to move on past a point of no return but it seems to be falling over from recent comments. we only have weeks to go now rather than months so it's all getting exciting.
