Institutional and sophisticated investors get a first go at it as usual, to keep smaller shareholders from collectively owning too much of the shares on issue and thereby having too much power. Keeping us collectively in the minority, keeps us from making a difference and having any significant influence on management decisions leaving that to the corporate institutions and the bigger $Mill individual shareholders, who they stay close to, its all about keeping the power where they want it, all politics.
