I think it is more like negotiation of the PPA could begin any day now.
We are post elections, the opposition have lodged a complaint the votes were rigged and want the results null and void. Regardless of that particular noise, there is a new Cabinet comprising mostly newbies, so they will take time to get up and running. Solar is the game down there, as is progressing completion of the TKC to connect Namibia to Mozambique. Gas is well down the pecking list, and likely the newbies know little or nothing about this prolonged jackanory.
And first week December is over, Xmas parties and wind down next week. Minimum 3 weeks holiday, probably 4 so they come back 2nd week January and take 2 weeks to get going again. So realistically end of January before much of anything happens from Govt, Ministry etc.
Enjoy Xmas and New Year - maybe Tlou will start to make some progress in H2-2020. And maybe not ...
