Albany will be the first because it also is the most advanced in terms of enviro assessment, is next to currrent wind transmission infrastructure and CNM has on-shore licence, not just offshore.

Nothing outside of Albany and SA is really anything more than investigation, although i'd say the process to final approval in Bermuda will be easier to speed up as they seem to be very keen.

In terms of "losing", i just mean that it will look very embarrassing if the fed govt doesnt offer CNM a federal grant, only to see the first demo snapped up by a northern hemisphere country offering the type of incentives that the oz govt should be offering, given the size and quality of the wave resource here. People will ask, why arent we doing enough? - particularly given how the fed govt bangs on endlessly about how they are providing the economic structures and incentives for new renewable technologies to flourish. I think even the possibility of "losing" the first site will give CNM considerable leverage to get the fed grant, that's all.
