I believe that the original idea was to use cash-from-China to develop the Mine. The issue is, if Fortescue asks for it, they would ask, essentially, for the ownership of FMG as a guarantee for the investment. FMG can only be part owner of the JV to produce enough high grade to blend. That is the idea, I believe. Chinese are the only ones they can develop the infrastructure for the Project, there is a number of Infrastructure projects they invested money in. Who else would be the JV partner in the project? Everything comes with the price...
