The number of zeroes after the figure doesn't alter the basic accounting task and what is done with the billions, after accounts payable and receivable are sorted out and payroll processed, is not really up to the CFO... the board will make decisions and issue directions which may or may not then be carried out by the CFO whose main task, then, is to see that accounting standards are not compromised and are complied with..
It's a technical function, no more and no less...
