    You are right in the sense if the PRC plays by the rules and obeys market forces, Australian law, and the rule of supply and demand and accordingly pay and compensate FMG to add capacity to cater for BCK needs (as opposed to saying something akin to "you have a big house, I don't give a stuff I am moving in"), then China can ship BCK ore out of the pilbara. 20mta is better than nothing.
