I very much doubt that the Malawian Government would have a problem with Chinese involvement. In fact, I think the reverse applies. China is seen as a provider of infrastructure and is seeking to gain influence in Africa to further its mineral acquisition strategy.
Furthermore, my vague understanding (though others may know better) is that Alice Wong is not particularly close to the Chinese Government. If there is something sinister in the Minister not carrying out his obligation, I think providing China with greater exposure to niobium is a possibility albeit unlikely.
