I expect it is going down as it is seen as an income stock. Income stocks that don't pay income tend to lose interest from income investors.
At least they said they'll pay a full year dividend so they are just delaying the timing whilst covid continues. Coming out the other side they will effectively be a high yielding stock that has no debt.
