Further to my previous, by definition "exploitation" includes both extraction and selling.
Your post says a holder of an exploration licence (GGG) is "entitled to be granted an exploitation licence if approved by the MLSA".
The issue then becomes whether the MLSA can be prevented by the government from granting such a licence.
Presumably not, unless there is new legislation in place that overrides what your post states (above).
Which leads us to the Uranium bill about to be debated.
