And I would add "has the proven expertise to execute" . The same bureaucratic and in some cases autocratic processes of administration can take so long that the new increased costs can cause cancellation of the projects. They do not seem to realise that we live in a world which is moving faster and faster almost daily and the Govt bureaucrats are just not monitoring that speed.
