I was thinking of how that would play out in the tender process.
What I come up with is there will be a few tenders but limited qualified suppliers so the margin will be commensurate.
I can only compare it to defense where, exactly as you indicate, there are cost overruns that government/we (happily?!) foot the bill.
All IMVHO.
PS: If the link was paywalled I found one that wasn't (temporarily) if says little more than the heading. Just cant about renewables and the future. Dunno why I expected more (just after the federal Labour love in which showcased the workings). I hate being a mushroom but I guess capital with no big chequebook gets that from both sides.
