    From what I've read, there would not be enough electricity to supply the smelter from existing grid. So needs a new power plant, either built by third party or GMC ... A new power plant would need at least 2 years to build, therefore the smelter would not be producing by 2017, so for surely GMC will not be producing anything on 2016 as they stated in their announcements
