    Surely they can’t claim that sort of number now once it’s complete? Firstly it was supposed to be a fixed price contract and secondly they would have a duty to inform HRR as soon as costs were going over.  Only way would be if the lawyers cocked up the contract but that is unlikely as HRR lenders would have approved
