Yes, it's a shame. But nobody other than Musk would have the balls to invest such a large amount in such an uncertain policy environment like Australia. Remember this is the guy that is trying to commercialise space exploration. He's mad - in a good way.
Let these guys break the ice on this and learn the hard lessons. When the price for storage comes down (which it is rapidly) and the path is well trodden IFN can do this too.
