tbh I don't think that should be the case at all... It was not the choice of the businesses to stop trading during covid and it is not like farmers managing their farms for the drought years that roll around frequently -it is beyond reasonable for any business to have been prepared for something like the covid situation. Which puts it back into an emergency situation that the government should be responsible for, which all businesses and individuals pay tax to the government for.
