This isn't simply down-ramping - one would use a different line of argument to this nonsense.
The environmental pretences aren't framed in the language of or reflect the concerns of conservationists.
Maybe it is Chinamen grumpy at the West for methodically destroying their REE monopoly, trying to discredit ILU's strategy or confuse the ill-informed.
It doesn't matter. No serious investor would believe a word of it.
