Spec_hope, I get an email about my personal offer because I have chosen to go all electronic for communications. In the email there is a link to apply on line via BPay using a document with your personal details and unique BPay codes.
Unfortunately for you, it closed last Friday. So in future you need to seek out the email and apply on line. I'm not sure what they do now if you have not elected for on line communications. Good luck for the future.
