I reckon it is very likely that IPAC and Shougang be the likely takeover predator than any one else because of their existing holding. No chance for others.60c seems to be high compare to the current SP, but it is certainly cheap as a takeover target considering its in production and ready a cheap source of supply for them. If the SP remains 40plus cent in 2 months time, it is hard to refuse a take over offer with a 50% premium from Shougang and IPAC.MGX is certainly a sitting duck for them.
