I didn't read it as they are "In negotiation with Central Bank" but rather Mangudya was leading the negotiations for the government - maybe he is considered a better person to negotiate or he is better equipped to discuss in terms of finance going forward etc should the Zim gov need to fund some of the headworks etc - don't know but I thought there were positives in how that bit was worded.
