I would interpret it as JAV is intending to takeover another company since it is intending to seek a capital raising. It would be extremely unusual for JAV to be indicating that it was going to seek a capital raising if it was being approached to be taken over.
However, the mind boggles as to what sort of "company" JAV could possibly be thinking about making a take over offer for. It can't be a very big company surely for JAV to be attempting to buy or takeover. Still it will be interesting to find out what is involved and what it offers shareholders.
