My guess is that the mining license grant was consideration for delaying the settlement a bit longer. I'm expecting a further delay but, if it were me negotiating, I'd only give them another month at a time. Perhaps this will be the way of it - concessions over several months so that its spread out and Thais don't lose face. Not the big bang we'd like but gets us there in the end I guess. Good buying if you've got the kahunas..
