A nations's Head of State is the person who carries out the functions of a Head of State.
The Governor General and only the Governor General appoints and dismisses the Prime Mininster; the Governor General is the commander in chief of the Australian armed forces; the Crimes (Internationally Protected Persons) Act 1976 states that the Governor General is Australia's Head of State.
This putch of premiers must surely know all this, and last time I looked, Sir Peter Cosgrove is an Australian.
