check out this thread. I've had this discussion with Panguna already. I think you're correct that no one else is recycling EV batteries in Australia at the moment. He did inform me that ecobatt have announced funding (in April this year I think it was) for a large recycling plant for lithium ion batteries, but I couldn't find any detail on progress or if they've even broken ground.
