Of course they had a big loss. They have no revenue yet and are going through approvals, engineering design etc etc to build a plant. However given, the first plant is planned to cost ~$3.5billion to build and given that it's expected to earn around $800million in earnings per year, 24.6million isn't really that big a loss in order to get the job done.
