The Cs market is small and suppliers and consumers will be well-known to each other. Given that LPD is not expected to be producing before the end of 2023, highlighting to your supplier that you're going to jump ship may result in retaliatory actions.
A consumer would have to be sure it has all the supply it needs, and 100% sure that the new supplier (LPD) will deliver on schedule.
Noting that all Cs processing is controlled by China, if a consumer was known to be changing suppliers, then availability might just dry up. We have seen China do that to Japan with rare earth minerals.
